Why the right to health is essential for an effective pandemic treaty

The right to the highest attainable standard of health, the first binding right enshrined in the WHO Constitution, must be considered pivotal to all aspects related to pandemic prevention, preparedness and response (PPR). Grounding the pandemic treaty in the right to health is fundamental to the equity principle which governments have identified as a central pillar and objective of the WHO negotiations. It is also central to building more resilient and inclusive health systems and societies that are better able to prevent, prepare for, respond to and recover from pandemics.

This in-person roundtable dialogue was hosted jointly by the Geneva Global Health Hub and the Civil Society Alliance for Human Rights in the Pandemic Treaty, with representation from the OHCHR. It provided an important opportunity for those involved in the pandemic treaty negotiations to share reflections on how the right to health and associated human rights can be best incorporated into the text of the treaty to ensure alignment with international human rights obligations and the WHO Constitution, and to provide the needed foundation for equitable and effective pandemic prevention, preparedness and response.

The meeting was convened under the Chatham House Rule to facilitate open reflection and discussion.
