Monitoring progress on the implementation of the WHO Global Code of Practice on the International Recruitment of Health Personnel: WHO call to provide Independent Stakeholder Reports (Deadline: 15 July 2018)

“In 2010, the 63rd World Health Assembly adopted the WHO Global Code of Practice on the International Recruitment of Health Personnel (WHA Res 63.16). The WHO Global Code encourages information exchange on issues related to health personnel and health systems in the context of migration. In line with the requirements of Articles 9.2 and 7.2(c) of the Code, Member States are encouraged to submit national reports to WHO every three years on measures taken to implement the Code. The WHO Director General is in turn mandated to keep the implementation of the WHO Global Code under review with periodic reports to the World Health Assembly. Article 9.4 further encourages the WHO Secretariat to consider reports from all relevant stakeholders on activities related to implementation of the WHO Global Code.

1st and 2nd Round of Code Reporting

WHO Member States completed the 2nd of national reporting on Code implementation in March 2016. The WHO Director General reported progress on implementation to the 69th World Health Assembly in May 2016 (A 69/37 and A 69/37 Add.1). One hundred and seventeen countries designated a national authority to report on the WHO Global Code during the 2nd Round. This represents a 37% increase from the 1st round (2013). Moreover, seventy four countries submitted a complete national report to WHO, an increase of 32% from the 1st round. The geographical diversity and quality of reports also improved.

3rd Round of Code Reporting

The 3rd Round of Code reporting will be launched in April 2018, with findings to be presented at the 72nd World Health Assembly in May 2019. The findings from the 3rd round of Code reporting will also inform the 2nd Review of Code Relevance and Effectiveness.

National Reports

The National Reporting Instrument (NRI), a national self-assessment reporting tool, has been updated to enhance the reporting process and improve Code monitoring. Comprising 18 questions, the updated NRI 2018 enables WHO to collect and share current evidence and information on the international recruitment and migration of health personnel. The common use of the instrument promotes comparability of data and regularity of information flows.

Stakeholder Reports

In parallel with the 3rd round of national reporting for Member States, an Independent Stakeholders Reporting instrument is made available to facilitate stakeholders reporting. This module welcomes contribution from all relevant stakeholders in order to enrich knowledge on the Code’s implementation.
